FA bans solid pitch perimeter walls after Arsenal youth death

The Football Association has moved swiftly to ban solid perimeter walls around pitches following the death of former Arsenal youth player Billy Vigar. The decision follows a safety review triggered by Vigar’s fatal collision with a concrete barrier during a match in September 2025. The FA’s ruling applies to National League men’s football (steps 1-6) and Women’s National League tiers 3-4, marking a decisive shift in how football grounds must prioritise player safety. The ban covers solid brick, breeze block, or concrete barriers, with clubs required to remove or cover existing structures where removal is structurally unfeasible.

How a tragedy forced football’s hand

Vigar, 21, suffered a “significant brain injury” when he collided with a concrete wall during a Chichester City fixture at Wingate & Finchley. The incident exposed a long-standing risk that had already prompted warnings from medical professionals and campaigners. A petition demanding the removal of brick walls around pitches gathered over 4,000 signatures in the aftermath, while the government and Professional Footballers’ Association wrote to the FA and other bodies in June 2023 urging action. Their letter followed a similar incident in November 2022, when Bath City’s Alex Fletcher fractured his skull after hitting a concrete advertising hoarding during a National League South match at Twerton Park.

The FA’s review, conducted by independent health and safety experts ahead of the 2026-27 season, concluded that solid brick, breeze block, or concrete barriers would no longer be permitted in the specified leagues and tiers. Clubs must either remove existing walls or cover them with protective padding if structural constraints prevent removal. Matches can continue provided clubs conduct ongoing safety assessments and commit to changes “within a reasonable timeframe.” Financial support from the FA and Premier League will ease the transition, with the governing bodies allocating dedicated funds to assist clubs in complying with the new regulations.

The human cost behind the policy shift

Vigar’s death was not an isolated incident but the latest in a series of preventable tragedies linked to pitchside infrastructure. Fletcher’s injury two years earlier had already highlighted the dangers of rigid barriers, yet the warnings went unheeded until Vigar’s fatal collision. The FA’s decision to act now reflects both the moral imperative and the growing public pressure to eliminate unnecessary risks in the game. Campaigners argue that the sport’s governing bodies have moved too slowly in the past, but the FA’s swift ban suggests a recognition that further inaction would be untenable.

Clubs in the affected leagues will now face operational challenges as they adapt to the new rules. Some grounds may require structural modifications, such as the installation of mesh fencing or padded barriers, while others will need to redesign pitch perimeters entirely. The FA has stressed that safety assessments must be ongoing, even as clubs work to comply with the ban. The message is clear: no wall is worth a player’s life, and the governing body’s intervention underscores a fundamental shift in football’s approach to player welfare.

What comes next for football’s safety culture

The FA’s intervention sets a precedent that could extend beyond the National League and Women’s National League. While the current ban applies only to steps 1-6 and tiers 3-4, the logic behind the decision raises questions about lower-league and amateur grounds where similar risks persist. The Premier League and English Football League have been urged to review their own policies, with campaigners calling for a blanket ban on solid barriers across all levels of the game. The FA’s decision may also prompt a broader examination of pitchside safety measures, including advertising hoardings and dugout positioning.

For now, the focus is on enforcement. Clubs must submit detailed plans to the FA outlining how they will remove or cover existing walls, with the governing body providing financial assistance to ease the process. The ban also signals a broader shift in football’s approach to safety, where reactive measures are no longer acceptable. If Vigar’s death serves as a turning point, the FA’s decision will be remembered as a necessary correction rather than a belated response. The question now is whether the rest of the game will follow suit, ensuring that player safety takes precedence over tradition or cost.

The ban on solid perimeter walls is more than a regulatory change—it is a recognition that football’s duty of care extends to every player, from academy prospects to seasoned professionals. The FA’s swift action may not undo the past, but it offers a chance to prevent future tragedies. The governing body’s intervention serves as a stark reminder that the sport must evolve to protect those who play it, and the onus is now on every level of the game to heed the warning.
