Major update in hunt for child rapist who escaped while on escorted leave in Perth

Cliff Lyons Dobbie, a convicted child rapist serving a restricted hospital order, was recaptured on Saturday morning after he absconded from escorted leave in Perth on Friday. The man, whose age has not been confirmed by authorities, had been on day release from a secure psychiatric unit when he slipped away from staff, triggering a major manhunt across central Scotland. Police Scotland confirmed his re-arrest just hours after issuing a public appeal for information, concluding a search that drew on local and national resources.

How the escape unfolded

Dobbie was on escorted leave from a secure unit when he failed to return to custody at the scheduled time on Friday. Police Scotland Tayside launched a widespread manhunt, appealing for public assistance as officers conducted door-to-door inquiries and reviewed CCTV footage in Perth city centre. The force confirmed the search was scaled up overnight, with officers from multiple divisions and specialist units involved. A statement released on Saturday morning confirmed Dobbie was located and detained just before midday. Police Scotland Tayside said: “We are pleased to confirm Cliff Lyons Dobbie has been traced. Thanks to everyone who shared our appeal.” The statement did not detail where or how he was found, nor did it specify whether he offered resistance or required restraint upon re-arrest.

Why this case matters now

Dobbie’s conviction stems from a 1990 case in Glasgow, where he was found guilty of raping a 10-year-old girl while already on bail for sexually abusing a 12-year-old boy. The gravity of his crimes and the fact he was serving a restricted hospital order under mental health legislation have kept public attention high. His absconding from escorted leave has reignited concerns about risk management in high-profile cases involving restricted patients.

Escorted leave is granted under strict conditions, often as part of a gradual reintegration process for patients deemed no longer an immediate danger. The fact that Dobbie was able to slip away during such a supervised outing raises questions about monitoring protocols and the balance between rehabilitation and public safety. Police Scotland has not yet explained whether staff were in direct visual contact or if supervision lapsed at any point. The absence of clarity on supervision methods—whether constant visual monitoring, electronic tagging, or periodic check-ins—leaves critical gaps in understanding how the breach occurred.

What happens next

Dobbie is now back in custody following his re-arrest. Police Scotland has thanked the public for their assistance, indicating that community vigilance played a role in his swift recapture. The Crown Office and Procurator Fiscal Service will now review the circumstances of the escape and determine whether any criminal charges arise from the breach of his leave conditions.

In the longer term, the case is likely to prompt a review of escorted leave policies for restricted patients convicted of serious sexual offences. Health boards and justice agencies may face scrutiny over supervision standards, risk assessments, and the criteria used to grant such privileges. Dobbie’s history suggests he will remain detained under secure conditions, but the escape has exposed vulnerabilities in the system designed to protect both the public and vulnerable individuals.

The manhunt’s rapid resolution offers some reassurance, yet the episode underscores the challenges of managing high-risk offenders in community settings. With public safety at the forefront, authorities will need to explain how such a breach occurred—and how similar incidents can be prevented in future. The lack of transparency on supervision methods during leave raises further questions: Were staff ratios adequate? Were there fail-safes in place if Dobbie wandered beyond an agreed boundary? Until these details are addressed, public confidence in the system will remain tentative.
