VAR, timewasting and subs: How new 2026-27 rules will change the game

The Premier League’s 2026-27 season will kick off with a radical overhaul of matchday laws, as football’s lawmakers attempt to reclaim control from time-wasters, VAR delays and stop-start tempo killers. From Sunday’s Community Shield to the opening weekend of the Premier League, referees will enforce stricter VAR protocols, five-second countdowns on goal-kicks and throw-ins, and a 10-second window for substitutes to leave the field. The changes—first trialled at the 2022 World Cup and refined at Euro 2024—are designed to push the ball back into play, with the average in-play time in Qatar rising from 56.86% to 60.43% without a corresponding jump in added time.

Countdowns, corners and corner-cutting

The most visible change will be the introduction of a five-second countdown for goal-kicks and throw-ins, triggered when a player deliberately slows the restart. Referees will raise an arm to signal the clock, blow the whistle to start it, and—if it expires—blow again to penalise the offending team. In extreme cases, such as a goalkeeper taking too long over a goal-kick in the closing stages, the referee can award a corner to the opposition instead. The rulebook explicitly targets tactics like leaving the ball on a cone or passing it between teammates to run down the clock, aiming to remove the grey areas that have frustrated fans for years. At the World Cup this summer, the tighter enforcement cut out the kind of stalling that once turned matches into a test of endurance rather than skill.

Substitutions: speed or sit out

Substitutes will now have 10 seconds to leave the field at the nearest point, or risk a one-minute wait before they can enter—and the team will have to play short for that period. The rule is already being tested: Middlesbrough’s Will Lankshear became the first player sanctioned under the new laws in the Carabao Cup last weekend. The change removes the tactical advantage of slow substitutions, which managers have used to disrupt momentum or waste time. Instead, teams will need to plan their personnel changes with the same urgency as their set-piece routines, or face the consequences of playing a man down while the clock ticks away.

VAR: clarity over chaos

Video assistant referees will operate under tighter protocols, with a focus on reducing the kind of protracted reviews that have turned pivotal moments into marathons. The aim is to cut out the “PlayStation” perception of VAR—where decisions feel like they’re being debated in a virtual studio rather than on the pitch. Uefa’s refereeing chief has emphasised that the technology should serve the game, not obscure it, and the Premier League’s rollout will test whether stricter guidelines can deliver swifter resolutions. At the World Cup, the average VAR check lasted 60 seconds, a fraction of the time some Premier League reviews have taken in recent seasons. If the new approach holds, fans may finally see the back of the stoppages that once turned a 90-minute match into a three-hour endurance test.

The tactical implications are immediate. Teams that rely on slow restarts to regain composure will need to adapt, while managers who use substitutions as a psychological weapon will have to rethink their timing. The changes reward those who can transition quickly—both in and out of play—while punishing those who treat tempo as a form of defence. For neutrals, the hope is that the game flows more freely, with fewer interruptions and more football. Whether it delivers on that promise remains to be seen, but the early signs from international tournaments suggest the reforms can work if enforced with consistency.

The Community Shield on Sunday will serve as the first real-world test of these laws in England, with Arsenal and Manchester City forced to navigate the new VAR protocols and substitution windows from the outset. If the changes stick, they could redefine how the game is played—and watched—for years to come.
